North Dakota State Official is Appointed to SEARCH Membership Group

New title

North Dakota Governor Doug Burgum has appointed Mr. Steven Harstad, Chief Agent of the North Dakota Bureau of Criminal Identification (BCI), to serve on the SEARCH Membership Group.

Mr. Harstad, who was appointed November 7, 2023, fills a vacancy on the Membership Group for his state.

The BCI is North Dakota’s state repository for criminal history information (CHI), a system that compiles records of arrests and prosecutions of individual offenders for use by law enforcement, the courts, and the public. The CHI is submitted to BCI by local law enforcement agencies, state’s attorneys, the courts, parole and probation, and other elements of the justice system.

SEARCH Members and Staff welcome Mr. Harstad and congratulate him on his appointment.

The SEARCH Membership Group, the governing body of SEARCH, is comprised of one gubernatorial appointee from each of the 50 states, the District of Columbia, and the territories, as well as eight at-large appointees selected by SEARCH’s Chair. This national body of state-level professionals is widely representative of the various disciplines within the justice system, and many are responsible for operational decisions and policymaking concerning the management and sharing of criminal justice information.
