SEARCH, The National Consortium for Justice Information and Statistics, is pleased to announce the appointment of Captain Saleem El-Amin, M.S.C.J., to the SEARCH Membership Group, representing the State of Louisiana.
Captain El-Amin’s appointment reflects Louisiana’s continued commitment to innovation, interoperability, and the responsible use of technology to enhance public safety outcomes and strengthen justice services.
Captain El-Amin serves as the Commander and Director of the Bureau of Criminal Identification and Information (LCJIS) with the Louisiana State Police (LSP). Captain El-Amin holds a Master of Science in Criminal Justice from Lamar University in Beaumont, Texas. He began his career in criminal justice as a patrol trooper in 2004 and later served as a Patrol Sergeant, managing the daily operations of a field team, including resource deployment, shift coordination, and personnel readiness. He led teams through complex, high pressure incidents, including major traffic collisions and critical infrastructure emergencies.
More recently, Captain El-Amin directed the Gaming Enforcement Division and commanded the Internal Affairs Section with LSP before assuming his current position as Director of LCJIS.
In announcing the appointment, Colonel Frank J. Besson stated that “Captain El-Amin brings extensive experience in law enforcement leadership and a strong commitment to advancing justice, information sharing, and technology initiatives. His expertise will ensure that Louisiana continues to make meaningful contributions to SEARCH’s mission of enhancing public safety and justice through information sharing and innovation.”
Captain El-Amin and this team are an integral part of the Louisiana Integrated Criminal Justice Information Sharing (LA-ICJIS) program, which focuses on advancing criminal justice information sharing to break down silos and deliver timely, accurate data across justice agencies statewide. The LA-ICJIS initiative began with the development of governance structures and a vision for implementing technology to move Louisiana from fragmented systems toward a coordinated, enterprise-wide approach.
