SEARCH is pleased to announce that North Carolina Governor Roy Cooper has appointed Ms. Ivy J. McMillan to serve as the state’s representative to the SEARCH Membership Group.
Ms. McMillan is Special Agent in Charge, Criminal lnformation and Identification Section, North Carolina State Bureau of Investigation.
The appointment was made July 7, 2022.
The SBI is North Carolina’s central repository for Criminal History Record Information (CHRI) based on fingerprint identification. The SBI receives, processes and stores information based on fingerprint cards received from law enforcement agencies and prison systems. The SBI links the final disposition information provided by the courts to each entry. Staff enter fingerprints into the SBI’s Computerized Criminal History File (CCH) and index them to the FBI’s criminal history files. These fingerprint cards and associated criminal records are accessible to criminal justice and non-criminal justice agencies nationwide.
Ms. McMillan fills a vacancy on the SEARCH Membership, and had served as a designated Alternate Member for North Carolina since 2020.

The SEARCH Membership Group, the governing body of SEARCH, is comprised of one gubernatorial appointee from each of the 50 states, the District of Columbia, and the territories, as well as eight at-large appointees selected by SEARCH’s Chair. This national body of state-level professionals is widely representative of the various disciplines within the justice system, and many are responsible for operational decisions and policymaking concerning the management of criminal justice.
