Director, Software and Data Engineering Program


SEARCH Group is a non-profit consortium of state agencies that manage the criminal justice information systems and criminal history records in each state. Our services include developing tools and resources to help jurisdictions manage and share information between agencies. As Director, Software and Data Engineering Program, you will lead a team and drive technical development and implementation of technology applications and tools, from design and build, through customer implementation and use.

The Director of the Software and Data Engineering Program is responsible for managing a portfolio of information technology services, including software architecture and design, application development, deployment and support, and data management services focused on the justice, public safety and homeland security communities. The Director supervises program staff and contractors who provide software and systems design, development, implementation and support services, in-house and on-site technical assistance, and project management. The Director will also work hands on alongside team members to assist in design and implementation of projects.

The Software and Data Engineering Program is responsible for the developing data integration and information sharing solutions that provide:

  • Federated query of disparate data sources;
  • Authentication and access control in a federated environment;
  • Subscription/Notification capabilities;
  • Process/workflow automation; and
  • ETL and data collection, curation and visualization for actionable analysis.

Required/Desired Education, Skills and Experience

Bachelor’s degree in computer science, information technology or related discipline is required. Extensive knowledge of information systems, enterprise and information sharing architecture and strategy, and new and emerging computer technology and software development languages.  Professional education and certifications in advanced technologies and programming languages, and demonstrable experience managing projects and staff as well as implementation using the following technology and frameworks:

  • Java technologies (core Java, JavaScript and Spring)
  • Web servers (Tomcat and Apache)
  • Database technologies (MySQL, MSSQL, Oracle, MongoDB, etc.)
  • Docker software containers
  • R and/or Python 


Depending on projects, occasional domestic travel is required.  

Work Environment

All SEARCH staff in the Software and Data Engineering Program work remotely in a virtual office environment established and maintained by the employee.  SEARCH provides computer equipment, infrastructure and technology services necessary to perform the duties of this position.
