SEARCH Chair Appoints Justice Technologist Daniel Foro to Membership Group
Mr. Francis X. Aumand III, Deputy Commissioner of the Vermont Department of Public Safety and SEARCH Chair, has appointed Mr. Daniel M. Foro to the SEARCH Membership Group in an At-Large position.
His appointment is effective March 7, 2014.
Mr. Foro is Senior Advisor to the New York State Sheriffs Association Institute, where he helps provide education and training for Sheriffs and their staff. The Institute also serves as a liaison between the general public and the Sheriffs, and it operates the Sheriff’s Victim Notification Service and a summer camp for children.
Mr. Foro retired in 2009 as Deputy Commissioner of the New York State Division of Criminal Justice Services (DCJS). He led the Office of Criminal Justice Operations, overseeing the daily operations of the State Identification Bureau, the Statewide Automated Fingerprint Identification System (SAFIS), the Criminal History Repository, the Missing and Exploited Children Clearinghouse, and the Sex Offender Registry.I am very pleased that Dan has accepted my invitation to be SEARCH’s newest At-Large Member. Dan was a SEARCH Member from New York for 7 years, and in that time he served on the Board of Directors where he was instrumental in helping the Board understand and make the transition to policy governance. Dan’s experience and expertise, combined with his proven track record of outstanding achievements in the justice field, make him an ideal addition to SEARCH.

Mr. Foro’s achievements at the national level include:
- SEARCH Membership Group: Chair of the National Focus Group on the Retention of Civil Fingerprints by Criminal History Repositories, which issued a report of findings in 2008.
- FBI Criminal Justice Information Services Division (FBI CJIS) Advisory Policy Board (APB): Subject Matter Expert on three Subcommittees, including N-DEX; Information Sharing; Identification Services
- National Crime Prevention and Privacy Compact Council: Policy and Planning Subcommittee; Safe Act Task Force; Rap Back Task Force (Chair)
- Regional Advisory Council for the National Law Enforcement and Corrections Technology Center for the Northeast (NLECTC-NE): Member and founding Chair
Within the SEARCH Membership, the bylaws allow for up to eight At-Large Members in addition to Members from each State and territory. The At-Large Members are appointed for two-year, renewable terms by the Chair. At-Large Members bring a special perspective to the Membership Group by coming from other components of the criminal justice system, such as the judiciary, corrections, academia and research, and local government.
