Owen M. Greenspan
Mr. Owen M. Greenspan is a Justice Information Services Specialist for the
Law and Policy Division of SEARCH,
The National Consortium for Justice Information and Statistics. In
this capacity, Mr. Greenspan provides technical assistance to State and
local justice agencies and courts, in support of their efforts to employ
information and identification technologies consistent with law, prudent
policy, operational objectives, and program goals. On the national level,
he is SEARCH’s liaison with the Federal Bureau of Investigation on
matters concerning readiness for participation in the Interstate
Identification Index Program, and the implementation of a national model
criminal history record. He serves on several advisory groups and task
forces, including the National Drug Court Institute Advisory Committee on
Ethics and Confidentiality; the National Task Force on Federal Legislation
Imposing Reporting Requirements and Expectations on the Criminal Justice
System; and the National Task Force on Court Automation and Integration.
Prior to joining SEARCH in 1995, Mr. Greenspan held several positions with
the New York State Division of Criminal Justice Services. As Deputy
Commissioner for Identification and Data Systems, he was responsible for
New York’s criminal history record repository and associated data
processing services for more than 3,000 agencies across New York and
beyond. As Deputy Commissioner for Municipal Police, Mr. Greenspan had
oversight responsibility for certification of police training and
accreditation programs. Mr. Greenspan was also New York’s
governor-appointee to the SEARCH Membership Group, and served as Vice
Chair of the Membership Group and Board of Directors. Mr. Greenspan was
also a member of the New York City Police Department (NYPD), where he held
patrol, investigative, administrative, and supervisory positions. His last
assignment was Commanding Officer of the Identification Section, NYPD’s
central records unit.
Mr. Greenspan holds a Master of Professional Services (MPS) in Criminal
Justice from C.W. Post College of Long Island University and a
Bachelor’s Degree in Social Science from Fordham University, New York.
John Harris
Mr. John Harris has worked for more than seven years in the field of
biometrics and Public Key Infrastructure (PKI) Mr. Harris is currently the
Product Planning Manager for Biometrics at Sony
Electronics. He joined
Sony in March 2000, and is responsible for managing Sony’s marketing and
sales of the Fingerprint Identification Unit (FIU) line of biometric
products. Prior to joining Sony, Mr. Harris worked on biometrics with
Thomson-CSF, an international defense electronics company.
Mr. Harris holds an M.A. in International Security Policy from
George Washington University, and a B.A. in Political Science from the
University of Massachusetts at Amherst.
John Hicks
Mr. John Hicks is Director of Forensic Services, New
York State (NYS) Division of Criminal Justice Services (DCJS).
The office oversees the NYS DNA Data Bank and provides support to
the Commission on Forensic Science, which sets accreditation standards for
forensic laboratories operating in New York State.
He was formerly a Special Agent and Assistant Director of the FBI
and in charge of the FBI Laboratory at the time of his retirement in 1994.
Prior to joining DCJS, Mr. Hicks was Deputy Director of the Alabama
Department of Forensic Sciences.
Mr. Hicks has been actively involved in the development of national
standards and supporting state and federal legislation for the use of DNA
technology in law enforcement. He
is a member of the American Academy of Forensic Sciences and the American
Society of Crime Laboratory Directors and holds a B.S. in Chemistry from
Arkansas State University and an M.P.A. from the University of Southern
California.
Chris Jay Hoofnagle
Mr. Chris Jay Hoofnagle is Legislative Counsel with the Electronic
Privacy Information Center, where he concentrates on governmental and
commercial
privacy issues. Mr. Hoofnagle tracks legislation on privacy and Freedom of
Information Act (FOIA) issues, serves as Webmaster of Privacy.org,, and
has filed numerous FOIA requests to focus public attention on government
collection of personal information.
Mr. Hoofnale is author of “Matters of Public Concern and the Public
University
Professor,” published in the Notre Dame Journal of College and
University Law (27 JCUL 669 (2001)).
During Summer 1999, he was a Law Fellow for the American
Association of University Professors.
Chris is a member of the Maryland and
District of Columbia Bars and the National Lawyers Guild.
Selena
P. Hutchinson
Ms. Selena P. Hutchinson is a Senior Computer Scientist assigned to the
Office of the Director, Office of the Chief Information Officer, Federal
Bureau of Investigation (FBI).
Ms. Hutchinson has more than 23 years of information technology management
experience in diverse systems acquisition, project management, and
strategic planning roles.
She received a commission in the U. S. Air Force in 1978.
Following assignments to the Standard Systems Center at Gunter AFS,
Alabama, and a teaching stint at Lowry AFB, Colorado, she spent several
years in the Pentagon working in various aspects of information technology
acquisition policy and major program management.
Ms. Hutchinson began her civil service career in March 1990 with
the FBI where she served as Manager of the data center, and participated
in managing one of the Bureau’s largest biometric upgrade programs, the
Integrated Automated Fingerprint Identification System (IAFIS).
The IAFIS has been operational since 2000 and is exceeding
expectations.
Ms. Hutchinson has a Masters of Science Degree from Central Michigan
University and an undergraduate degree in Computer Information Systems
from Alabama State University.
Ms. Hutchinson is an Alumna of the Defense Systems Management
College, a GSA Trailboss, and Past Commander of the J. E. Hoover Memorial
Post 56 of the American Legion.
Jay
Maxwell
Mr. Jay Maxwell is Senior Vice President of Technology and Chief
Information Officer for the American
Association of Motor Vehicle Administrators (AAMVA) in Arlington,
Virginia. In these capacities, Mr. Maxwell is responsible for all AAMVA
information system development, implementation and operation. Prior to
joining AAMVA in 1989, Mr. Maxwell worked for 11 years as a systems
analyst, developing information systems for the U.S. Transportation
Department’s Federal Highway and National Highway Traffic Safety
administrations to improve highway safety.
Declan McCullagh
Mr. Delcan McCullagh is Chief Political Correspondent for CNETNews.com.
He lives and works in Washington DC.
An
