Officer Frederick A. Kessler Officer Kessler is a 25-year veteran of the Houston Police Department. He has been assigned to the FBI's Joint Terrorism Task Force (JTTF), Counter-Terrorism Intelligence Group (CTIG) since January 2002. Officer Kessler's responsibilities on the CTIG include gathering suspicious behavioral incidents from the 40 counties along the Texas Gulf Coast, analyzing the data and producing a Terrorism Threat Bulletin. This Intelligence Bulletin is distributed to approximately 500 Federal, State, and local agencies, which represents 2,300 law enforcement personnel receiving intelligence bulletins every two weeks. In 2004, Officer Kessler and the CTIG received the FBI Director's Award for excellence in law enforcement for information sharing.
Officer Kessler received a master's degree in Psychology from Sam Houston State University, Huntsville, Texas. He received his undergraduate degree in Criminal Justice from the University of Houston. Officer Kessler is also an Instructor for the Houston Police Academy and has received awards from the Chief of Police for developing and teaching Psychology and Communication courses.
