In this session, a moderated panel of representatives from three regional interoperability projects will present critical success factors and keys to success from project initiation and implementation to ongoing operations. Presentations will lay out a roadmap for subsequent discussion of particular project phases during the breakout sessions.

Regulatory issues affecting communications interoperability projects will be examined during this luncheon session. Topics will include rebanding of public safety 800 MHz spectrum, narrowbanding of spectrum below 512 MHz, and use of the 700 MHz band. Questions from the audience will be taken.

1:30 - 3:00 p.m. Focus Group Sessions - Round 1
Summit participants will be assigned to one of five focus groups with facilitators. Through an opening roundtable session, best practices and lessons-learned will be collected, categorized, and distilled for presentation back to the remainder of the Summit attendees in a closing session.

In the second round of focus group sessions, attendees will be assigned to a new topic to review and augment the first round of findings. Two volunteer representatives from the first round will remain to explain prior conclusions and prepare for final presentation of findings in plenary session.
