Advanced workshops designed to pick up where
grant kickoff conferences left off. Topics will help
2003 through 2006 ICTP grant recipients manage
their initiatives over the long-term, build interagency
response capabilities, and make the most of technologies
chosen to improve communications interoperability.
Presentations will be combined with hands-on
assistance to provide help on specifi c issues being
faced.
These workshops are designed to provide specifi c
training and assistance for ICTP grant recipients
responsible for policy, operations, and project management
of communications interoperability efforts.
Teams made up of key project and fi eld operations
personnel will get the most out of the variety of subjects
addressed during the workshops.

grantees. Registration is free, but attendees are
responsible for their travel, lodging and related
expenses, which are eligible under the COPS grant
award.
- Implementing interagency memoranda of
understanding and agreements
- Managing regional capabilities for sustained effort
and cooperation
- Managing grants
- Surviving sole-source procurements, negotiating
contracts, navigating bid protests, and building
acceptance strategies
- Developing standard operating procedures
between partnering jurisdictions
- Implementing interagency communications with
the Incident Command System
- Multi-agency, multi-discipline training and
exercises to put interoperable communications
capabilities to work
- Best practices and lessons learned in
implementing gateway technologies
- Best practices and lessons learned in
implementing P25 digital shared systems
- Take home a conference workbook with useful
tools, including the Law Enforcement Tech Guide
for Communications Interoperability: A Guide for
Interagency Communications Projects, as well as
the original Law Enforcement Tech Guide.
- Network with other agencies implementing similar
technologies and facing similar challenges.
