Communications interoperability isn't just a one-time shot. Most projects are putting policies, procedures, and technology that need to be managed between agencies for the long term for sustained effort and cooperation. This session will help attendees build the means to do so. Different organizational and cost-sharing models will be explored.

1:30 - 3:00 p.m. Interagency Procurement and Contracting Revisited
Procurement and contracting is forever a challenge in large, multi-agency projects. This session will help attendees survive sole source procurements, negotiate contracts, navigate bid protests, and build acceptance strategies. COPS staff will be available to answer specific grant questions.

The development of standard operating procedures (SOPs) between partnering jurisdictions with shared communications capabilities is a major component of regional interoperability efforts. This session will discuss the elements and processes of regional SOP development and the critical importance of regionwide SOP compatibility and integration between agencies and disciplines.

In this session we will discuss the good, the bad and the ugly of "working together" to make this happen.
