8:30 - 10:15 am Keys to Interoperability: Operations, Technologies, & Training
This panel session addresses operational and technological dimensions of the "Interoperability Continuum". The use of standard operating procedures will be discussed, ranging from those targeting individual agencies through those incorporating the National Incident Management Systems (NIMS). Technologies used to support communications interoperability will be examined as they integrate with existing systems and offer future opportunities. The importance of comprehensive training, regular testing, and exercises will be emphasized.

Grant funded interoperable communications projects will be highlighted.

This session delves further into planning, organizing, and using communications to support operations conducted under the NIMS Incident Command System. It will examine the impact of Homeland Security Presidential Directive - 8, Capabilities Based Planning, and the Target Capabilities List on communications planning and eventual operations. Communications models for multi-jurisdictional response will be examined and tools provided.
