This panel session addresses five means for reaching technical interoperability: Shared radios, shared channels, interconnects, proprietary systems roaming, and standards-based shared systems. It will demonstrates how the three types of interoperability missions identified by the FCC's Public Safety Wireless Advisory Committee — Day-to-day, Task Force and Mutual Aid — are met by each. Practical information on voice and data standards will be provided for use by attendees in their projects.

Interoperability for many includes voice and data integration and information sharing. Although COPS and FEMA grant programs focus primarily on voice radio communication equipment, it is nearly impossible to discuss voice interoperability without considering its integration with critical data sharing projects. During this session, speakers will discuss the nexus between voice and data integration and interoperability and the issues and challenges in pursuing both types of initiatives individually and collectively.

Infrastructure: Property and Tower Challenges
The greatest challenges in building new communications facilities today come in obtaining suitable property, navigating zoning regulations, obtaining permits and dealing with neighbors who appreciate neither the need for radio communications, nor the aesthetics of towers. This session will prepare grantees for dealing with these time-consuming and project-challenging issues.

Infrastructure: Frequency Coordination and Licensing
New and most modified communications systems require frequency coordination and licensing under FCC regulations. This session will prepare grantees for finding needed radio spectrum resources and getting authorized to use their new equipment.
