Chairman Aumand Appoints Arizona SAC Director as an At-Large SEARCH Member; Re-appoints Two Others
SEARCH Chairman Francis X. Aumand III has appointed Phillip Stevenson, Ph.D., Director of the Arizona Statistical Analysis Center (SAC), as an At-Large representative to the SEARCH Membership Group.
The appointment was made January 1, 2013, and will run through December 31, 2014.
“I am pleased Dr. Stevenson has agreed to join the SEARCH Membership as an At-Large appointee,” said Chairman Aumand. “With his experience and knowledge of evidence-based practices in the justice system, he will bring a beneficial perspective to the deliberations of the Membership.”
Dr. Stevenson has served as Arizona’s SAC Director since 2006. The SAC is the research arm of the Arizona Criminal Justice Commission. As director, he is responsible for criminal and juvenile justice statistical research and analyses, grant program support, the Arizona Youth Survey, and the annual gang threat assessment. He has been recognized by Arizona Governors Napolitano and Brewer for his work on substance abuse issues in Arizona and by the United States Attorney’s Office, District of Arizona, for his work on a statewide offender reentry initiative.
Dr. Stevenson currently serves as President of the Justice Research and Statistics Association, as Vice Chair of the Global Justice Information Sharing Initiative Privacy and Information Quality Working Group, and as a member of the Global Standards Council. He also co-chairs Arizona’s National Instant Criminal Background Check System (NICS) Task Force.
In addition, Chairman Aumand reappointed two other At-Large Members to new two-year terms:
- Mr. David Steingraber, Senior Policy Advisor, National Criminal Justice Association
- Mr. James Buckley, Special Agent, U.S. Department of Homeland Security

The SEARCH Membership Group
SEARCH is governed by a Membership Group comprised of one gubernatorial appointee from each of the 50 states, the District of Columbia, and the U.S. territories, as well as eight At-Large appointees selected by SEARCH’s Chair.
Many of our gubernatorial appointees are state-level officials responsible for operational decisions and policymaking concerning the management of their State’s criminal history records system and related identification and telecommunications technology.
The At-Large Members help broaden SEARCH’s perspective by offering a broader range of opinions and incorporating viewpoints from other components of the criminal justice system, such as the judiciary, corrections, academia and research, and local government.
