SEARCH, The National Consortium for Justice Information and Statistics, is seeking an experienced applicant to join its staff as Director of High Tech Crime Training Services.
Job Overview
The Director of High Tech Crime Training Services will be responsible for day-to-day operational management of all activities and functions in the Training Services Program, which focuses on providing expert technical assistance and training to local,
state and federal justice agencies on successfully conducting high-technology computer crimes investigations.
Under the direction of the Deputy Executive Director of Programs, this position is responsible for staff management and development; developing, implementing and evaluating program policies, procedures and
standards, as well as all SEARCH training programs and operations nationally;
providing support to the Membership Group and ad hoc committees; liaison with criminal justice agencies and organizations;
developing corporate resources and determining program service levels and enhancements;
preparing and managing grants, cooperative
agreements and contracts;
developing technical reports and other documents; developing and monitoring program budgets; and advising the Deputy Executive Director of Programs on information systems security.
This position requires moderate to frequent travel (approximately 40%).
NOTE: This is a highly specialized position that requires substantial experience in four overarching categories, as detailed below. Requirements for the successful Director of High Tech Crime Training Services:
- Subject-matter expertise in high tech crime investigations. Successful candidates will have experience and/or knowledge of investigating high tech crimes, particularly those dealing with Internet criminal activity and/or child exploitation.
- Proven leadership and management skills. The successful candidate will have experience developing and leading successful small- to medium-sized teams, coaching and mentoring individuals, and evaluating performance.
- Program development and operations. Candidates who will excel in this category have skills, experience, knowledge and/or expertise in program development, funding identification, daily management and operation, budget management and program performance measurement.
- Curriculum development knowledge and/or experience. The successful candidate will exposure to training curriculum development, including developing learning objectives, implementing training and teaching best practices/methodologies, and assessing training effectiveness.
Required Education and Experience
- Bachelor's degree in management and/or information systems required. Advanced degree preferred.
- Strong field experience and knowledge of Criminal Justice Information Systems, new and emerging computer technology, networks, computer forensics, hands-on computer laboratory environments, systems security and/or high tech crime investigations a must.
- Recent executive management and supervision experience (within 3-5 years) in modern instructional,
mentoring and supervision principles, practices, techniques and methods, including evaluating staff, providing leadership and team building, and excelling at conflict resolution is required.
- Train-the-trainer experience and/or CISSP (Certified Information Systems Security Professional) certification a plus.
Essential Duties and Responsibilities
A candidate's experience will include in-depth knowledge and skill in the following responsibilities:
- Develops and directs the vision and strategic direction for the Training Services Program goals, objectives, policies, procedures and work standards.
- Identifies, develops and implements a program plan that addresses current and emerging trends and needs in the criminal justice community.
- Manages, directs and/or performs day-to-day operations of Training Services Program to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively.
- Organizes, administers and evaluates the work of the professional, technical, support and operational staff, both in-house and contract consultants, who instruct classes nationwide.
- Supervises and provides the selection, training, professional development and work performance evaluation of staff; makes recommendations on hiring, termination, promotion and corrective actions as required; when necessary, relieve staff of any difficult, sensitive or controversial projects within the program.
- Manages strategic planning and financial analysis for multiple, concurrent projects; including preparation of specialized program budgets to include staffing and operational needs.
- Develops and ensures compliance with program budgets, including meeting funding source requirements.
- Oversees financial welfare of the program by analyzing and exercising cost controls and effectiveness; prepares, submits and validates budget development requests to the Deputy Executive Director of Programs.
- Monitors and stays abreast of continuous operational, legal and technological advances and that affect the activities and work processes of the program; carries
out improvements to the program to meet changing parameters.
- Prioritizes and allocates available program resources; reviews and evaluates program and delivery deadlines; coordinates and enforces changes in operations to ensure maximum effective service of the program; assists in determining appropriate program outreach, including seeking and diversifying additional funding sources,
and researching and analyzing supporting data; develops and implements classroom curricula and program communication.
- Provides records for the proper evaluation, control and documentation of assignments; prepares a variety of written correspondence, reports, procedures, directives and other materials.
- Serves as the program representative with groups and organizations; fosters collaborative working relationships to the benefit of SEARCH and the program.
- Other duties as may be assigned by the Deputy Executive Director of Programs or the Executive Director.
Supervisory Responsibilities
This position is responsible for supervising a staff of 6 people.
Required Certificates, Licenses, Registrations
A current driver's license and proof of auto insurance are required.
Compensation
Annual salary range starts at $99,212, commensurate with experience. SEARCH offers an excellent benefits package including retirement, health, dental, disability, vacation and sick leave. Successful completion of a background check is required.
