Job Overview
Under the direction of the SEARCH Deputy Executive Director, the Director, Systems and Technology is responsible for a multifaceted program of information technology services for the nation's justice community. The Director manages programs in technical assistance, training, conference and workshop development. The Director also supervises the activities of several SEARCH technical assistance providers and administrative staff. The Director manages contractors who provide technical assistance consulting services as well as software and systems development.
The Director provides and manages technical assistance activities regarding information systems development, automation planning and integration of information systems on-site to justice and public safety agencies throughout the country, speaks at workshops and major national conferences hosted by SEARCH and other organizations, prepares and manages grants and contracts to SEARCH from federal agencies, serves on advisory boards and committees and provides liaison with officials at the U.S. Department of Justice.
A key responsibility of the Director is to manage SEARCH's Information Exchange Modeling Program, a program of technical assistance to build information sharing models and business processes via a web-based tool developed, maintained and enhanced by SEARCH. All aspects of the tools development and continued enhancement must be managed by the Director. The Director also oversees SEARCH's role in the Global Justice XML Data Model Implementation.
Essential Duties and Responsibilities
- Directs and manages staff and project activities for the Systems and Technology arm of SEARCH.
- Sets policy and direction for technical assistance program, conference and workshop offerings and SEARCH World Wide Web offerings.
- Plans, coordinates and implements activities in specific grants and contracts, including developing and scheduling deliverable deadlines, allocation of resources and subcontracts for assistance.
- Coordinates with SEARCH executive staff in setting program goals and objectives and for insuring that program goals and objectives are met.
- Keeps the Deputy Executive Director and Executive Director informed of Justice IT Program projects and progress and activities.
- Liaison activities with the U.S. Department of Justice, related agencies and other federal agencies.
- Prepares program plans, budget, bids, and grant applications and associated grant progress reports.
- Oversees program activities and development of SEARCH's Information Exchange Modeling Program, including staff technical assistance, training and strategic visioning, as well as managing contractors who provide technical support to the web-based tool.
- Develops and implements new program activities.
- Supervises project staff and outside consultant activities.
- Recruit, hire, train, supervise and evaluate technical assistance providers and program staff.
- Develops a cadre of consultants in the justice community and issues subcontracts or assistance.
- Acts as liaison with the funding agencies on grants and contracts.
- Provides technical assistance, education and training to criminal justice agencies on automated information systems planning, implementation and integration via telephone, Internet e-mail, workshops and on-site visits.
- Prepares comprehensive reports of technical assistance to criminal justice agencies.
- Prepares project documentation and correspondence related to the project.
- Coordinates, plans and directs symposia, conferences and workshops.
- Prepares and edits a variety of documents for publication by the U.S. Department of Justice.
- Makes presentations at SEARCH-sponsored conferences, training seminars and workshops, as well as at other industry-related events.
- Provides support to the SEARCH Membership Group and Program Advisory Committees.
- Coordinates with other directors and managers to ensure proper communication and coordination.
- Other duties as assigned by the Deputy or Executive Director.
Supervisory Responsibilities
This position presently supervises several employees that provide technical assistance, training, research and administrative duties.
Work Environment, Travel and Accommodations
- The noise level in the work environment is usually quiet.
- This position requires moderate to frequent travel.

Required Education, Experience and Skills/Knowledge
Education: Bachelor's degree in justice or related field preferred.
Experience: At least ten years of increasingly responsible experience in the management and administration of justice management information systems, justice system operations or justice system research and development.
Skills/Knowledge: This position requires
- A demonstrated high degree of knowledge of justice information systems, new and emerging technologies and modern executive management principles, techniques and methods;
- Comprehensive knowledge of justice agency (law enforcement, prosecutor, public defender, courts, corrections/jail, probation, parole, and other related agencies) and justice enterprise system operations;
- Knowledge of information systems technologies; In-depth knowledge and application of strategic planning, systems development and implementation processes; Ability to provide effective technical assistance;
- Knowledge and ability in developing and delivering effective programs of education and training;
- Ability to manage contract consultants and contractors providing technical support.
- Exceptional research, writing, editing, speaking and communications skills; Excellent organizational skills;
- Ability to work independently on complex and ongoing projects with minimal direction;
- Ability to work within and meet a variety of deadlines simultaneously;
- Detailed understanding of SEARCH and SEARCH-related projects;
- Experience in preparing a variety of written and electronic documents, including articles for publication, reports, speeches, grant applications and Internet/World Wide Web resources;
- Exceptional ability to direct and manage staff and make the most effective use of their skills and training;
- Ability to work effectively with corporate staff and officials;
- Ability to professionally represent the corporation to outside individuals and companies.
