SEARCH Information Sharing Team Adds Developer Christopher Riffle


Mr. Christopher Riffle has joined SEARCH as an Information Sharing Developer, effective November 18, 2013. In this position, Mr. Riffle will develop, implement, and deploy information sharing systems on behalf of SEARCH clients in local, state, tribal, and federal government settings. He will also support the Open Justice Broker Consortium (OJBC) members and projects.

I am very pleased to welcome Chris onto our Information Sharing team. Chris brings with him broad experience in Java development as well as extensive exposure to other tools, technologies, and frameworks that we regularly use on the team.

Ohio Governor Appoints Rickeya Franklin to SEARCH Membership Group

Ohio Governor John Kasich has appointed Ms. Rickeya N. Franklin to be the state’s representative on the SEARCH Membership Group, effective November 19, 2013. 

Ms. Franklin directs the Identification Division within the Bureau of Criminal Investigation at the Ohio Attorney General’s Office. She oversees the Division as it receives and files fingerprints, photographs, and other information pertaining to felony and misdemeanor arrests submitted by law enforcement agencies. 

Ms. Franklin fills Ohio’s position on the Membership that was vacated by Mr.

Computer Forensics Expert Dean Chatfield Joins SEARCH High-Tech Crime Training Services

Mr. Dean C. Chatfield, a long-time computer forensics expert who has trained law enforcement officers in cyber investigations for 25 years, joined SEARCH’s High-Tech Crime Training Services team on October 30. 

As our newest High-Tech Crime Training Specialist, Mr. Chatfield will coordinate and provide training on digital evidence investigations and forensics to local, state, and federal justice agencies. 

He will also provide technical assistance to law enforcement agencies in active cases, prepare training curricula and other resource materials, teach SEARCH investigative courses, and speak at conferences throughout the United States.

The Open Justice Broker Consortium Wins a 2013 Best of NIEM Award


The Open Justice Broker Consortium (OJBC) was named a 2013 Best of NIEM winner November 6 by the NIEM Program Management Office (PMO).

The award recognizes NIEM implementation projects that demonstrate how intergovernmental collaboration and innovative technology deliver results that improve mission performance, increase efficiency, and support government transparency. 

Kate Silhol, co-chair of the NIEM Business Architecture Committee, presented the award to the OJBC at the NIEM in November meeting in Washington, D.C., held as both a live and virtual event.
